In order to be complete douche bags, the government has been putting up barricades around war monuments in DC and elsewhere. Normally, these sites which are open-air memorials are not staffed. During the shutdown, National Park Police have been paid to put up barricades and to provide a police presence at these normally un-staffed locations.
